Samuel Charles Perfilio (American; legally changed name to Kevin Anthony Brown in 1993, and has gone by the pseudonyms John PI and Matthew) is a senior leader of The Family International directly under Karen Zerby and Steven Kelly (and less officially Grant Montgomery). He is partnered to Barbara Ann Emerson (also known as Misty, Joni, or Libertad).

There have been numerous accounts of alleged child abuse and rape by Samuel Perfilio from Family women and young girls. In the early 1990s, Perfilio impregnated a 14-year-old girl he lived with at The Family's Heavenly City School in Tateyama, Japan (while at the same time partnered to and having sex with her stepmother). This was well-known to general Family membership and leaders in the area.
