Background
During a 1989 raid on a Family Home in Bahia Blanca, Argentina, Brian Edward Pickus was arrested and held for extradition on an oustanding Interpol warrant from the United States on charges of burglary, kidnapping and unlawful flight to avoid prosecution. He promptly posted a $70,000 USD bond in cash and was released pending legal appeals. Two federal courts, including an appeals court, in Bahia Blanca ordered him extradited to the United States. In November 1996, his appeal of those rulings reached the Supreme Court of Argentina. In February 1997, the Supreme Court sent the case back to a lower court in Bahia Blanca for further review. The lower court once again ordered Pickus extradited to the United States. This ruling was appealed to the Supreme Court which, in April 1998, again sent the case back to a lower court in Bahia Blanca for further review.
