Philip Sloan
Philip Sloan (born 1956-10-13) is a known sexual predator and abuser, as well as a long-time member of The Family International. His current membership status is unknown. Pseudonyms include Philip Slown, Philip Salazar and Jay.
After interviewing family members, San Diego County Department of Social Services concluded that young children had been sexually and otherwise abused by Sloan between 1986 and 1990. Court records indicate that Sloan also physically abused children and his spouse and that when the abuse was reported to Family leaders in Thailand in the 1980s, they merely prayed for him rather than expelling him from the organization and reporting the abuse to law enforcement authorities.
While official statements from The Family maintain that Sloan is no longer a member of the group[1], Sloan started a charity called From the Heart, working with "at-risk youth." Based in San Francisco's Mission District between 1997 and 1999, the organization received more than $70,000 in donations collected by the Family Care Foundation during this time. The support continued long after a March 1998 court ruling that Mr. Sloan had abused children from 1986 until 1990.
Sloan is currently married to Cynthia Salazar (aka Rose or Delilah).
Mr. Sloan speaks fluent Spanish and English. He has been known to travel between Juarez, Mexico, and El Paso, Texas. He also visits the San Francisco area frequently

Court record excerpts regarding abuse

On April 23, 1998, Judge James Milliken of the Superior Court of California, County of San Diego, ordered a child abused by Sloan removed from the custody of two members of The Family. Following are excerpts from court records in the case, copies of which have been obtained by an editor of xFamily.org.
The child has been sexually abused, or there is substantial risk that the child will be sexually abused, as defined in subdivision (b) of section 11165 of the Penal Code by his or her parent or guardian or a member of the child's household.
The parent or guardian has failed to adequately protect the child from sexual abuse and the parent or guardian knew or should have reasonably known that the child was in danger of sexual abuse.
COUNT 1: On or about and between 1986 to 1990 the child's stepfather PHILIP SLOAN, a member of the child's household, sexually abused said child, including but not limited to, requiring the child to wash his penis and massage his penis. Mr. Sloan would wash her vagina with his fingers including digital penetration.

"I asked Mrs. [M. - redacted] if [redacted] was ever sexually abused or sexually touched by any one that she knows of. She said that [redacted] has accused Phil Sloan of sexually abusing her. Mrs. [M. - redacted] said that she confronted Mr. Sloan about this but he denies it. Mrs. [M. - redacted] has also talked to other Family Members about any alleged abuse of [redacted] by Mr. Sloan. Mrs. [M. - redacted] states: The general opinion is that [redacted] has exaggerated. She lies so much." Mrs. [M. - redacted] said that Mr. Sloan came from a family that had a lot of domestic violence. She said that she and Mr. Sloan had some "real fights." For example, her daughter [redacted] wet the bed until she was 8. Mr. Sloan physically disciplined her for this. Mrs. [M. - redacted] did not agree with the discipline, so she and Mr. Sloan fought about this themselves. She said that Mr. Sloan was very abusive to her on a few ocasions but she complained to the Family and the Family gave him the choice to leave or they would pray for him. She said that she believes Mr. Sloan has now been delivered from this evil. She said he seems more gentle now. Mrs. [M. - redacted] said, "It is hard for me to believe that he would sexually abuse the kids."

EVALUATION:
[redacted] has grown up in a family with nine children. Her family has been active in the "Children of God" religious group. This group has advocated sexual activity with minors as a pathway to God. As a result, [redacted] has experienced multiple incidents of sexual abuse with numerous men. The sexual abuse has occured in several countries and in several states.

Sexual Abuse
[redacted] states that she first remembers being touched by her step father Philip Sloan when she was about five years old. She said that she and her sister [redacted] took showers with Mr. Sloan when they were all living in Thailand. He would have the girls wash his penis and they would have to massage his penis with their hands. [redacted] said that her mother was not aware of the shower activity to her knowledge at the time.
[redacted] said that in general, while she was living in Thailand with Mr. Sloan, he would sexually touch her about once per month. He would not allow her to wear underwear to bed. [redacted] said that she would frequently wake up and Mr. Sloan would be in her room touching her vagina with his fingers. He would touch the outside and the inside of her vagina. [redacted] said that she would be terrified when she would wake up like this and she would try not to look at him and she would roll over. Usually Mr. Sloan would go away once she rolled over. [redacted] said she thinks her mother knew about this because her mother would not allow her to wear underwear to bed. Her mother told her that wearing underwear was unhealthy.

The Family's response to allegations of abuse by Sloan
According to a February 2005 report by San Diego TV station KFMB, "a spokesperson for the Children of God told us Phillip Slown is no longer a member of the group."[1] However, there is no evidence that the organization expelled him for child abuse, reported the abuse to authorities when it received reports of the abuse in the 1980s and 1990s or that it ever cooperated with law enforcement and child welfare agency investigations of abuse by Sloan.
A Family publication dated about three weeks before a court ordered a child abused by Sloan to be removed from the custody of two Family members demonstrates its awareness of reports that Mr. Sloan had abused children and outlines its position on the case.
"(From NACRO:) Please unite with us in prayer for a court case that is coming up in San Diego, involving a 16-year-old who is bringing false accusations against her flesh and adoptive parents. This case is rather weighty, and if not resolved, could cause not only the individuals involved, but also the overall Family, problems in the future. The first civil hearing will determine if the teen should be returned to her parents or become a ward of the State. If the 16-year-old becomes a ward of the State, then the District Attorney will move on to making it a criminal case. We're praying that the Lord will work in the situation to head off the upcoming hearing, and we would appreciate your prayers that the Lord will work in the heart of the judge to rule in our favor, that the evidence from impartial academics and experts will be admitted in court, and that the Lord will confound and expose our enemies who are involved in the case. Thank you so much for your prayers for this case and the brethren involved!"

KFMB also reported the position of the Family Care Foundation regarding allegations that Mr. Sloan abused children:
Slown could not be reached for comment. But the Family Care Foundation did respond via email. Director Larry Corley wrote that he has received "no complaints of any kind" about Phillip Slown's youth ministry, and that the Family Care Foundation refuses to participate in a "witch-hunt" based on "unsubstantiated allegations."
